Heading the Illinois Works Bid Credit Program team is Rebecca Bailey, the Senior Bid Credit Program Manager.  Rebecca joined the ILW BCP with over 20 years of construction experience in both the public and private sectors.  During her career, she has been responsible for a variety of roles in multiple construction companies. These positions have allowed her the opportunity to manage and oversee financial responsibilities from both sides of the desk.  Because of her background and skills in construction, Rebecca was instrumental in creating the Bid Credit Program platform which was designed with a contractor’s needs and ease of use in mind.

Rebecca works out of the DCEO office in Springfield, Illinois and resides in Petersburg, Illinois with her husband, Bart, and two daughters, Brice (21), and Bren (16). Rebecca enjoys traveling when she is not working and has shared some photos of her family and some of their adventures (Key West with her husband, Bart, Pikes Peak with her daughter, Bren and a family wedding with both daughters, Bren and Brice).

​As the second addition to the BCP Team, I started with the Office of IL Works back in June of this year (2024).  I have been a State employee for over seven years, five of them with DCEO.  In my previous roles with DCEO, I worked as a Grant Manager with both the Offices of Community Development and Employment and Training.  Prior to working for the State, I worked primarily in accounting and banking.

For the past fourteen years, I have lived in the Springfield area with my two children, Jack and Nikkie.  Since both of my kids are college age I spend most of my time with our most recent addition, Jimmy the mini poodle.  Jimmy loves chasing squirrels and eating food!  My interests are enjoying nature, focusing on health and nutrition, and learning about the Bible.  My favorite activities are reading and walking Jimmy with Nikkie.  I also love to travel and explore other cultures.  One of my most memorable adventures was last year was on a mission trip to Nairobi, Kenya.

Meet Kathryn (Katy) MacDonna, the newest member of the Illinois Works Bid Credit Program (ILW BCP) Team. She is a Bid Credit Monitor working at the Springfield DCEO office, along with Rosa and Becky! Katy comes from working in State government for the past 7 years as an auditor for the Office of the Auditor General. Through this experience, Katy has developed strong communication and organizational skills which she believes will directly align with the ILW BCP Team. 

Katy and her family (Husband – Keegan, Daughters – Piper (5) and Sophia (3)) live just outside of Springfield. In her spare time, Katy enjoys spending time with her friends and family, cooking for her family, and getting lost in a book. Her family has two dogs, an 8-year old mixed lab named Diamond and a 4-month old mini golden doodle puppy named Bonnie! Katy loves any opportunity to be outside in nature with her family and dogs!

Katy looks forward to being a part of the ILW BCP Team and developing new working relationships with BCP Contractors!​
