Fixed issue with on the application summary page when signing an application as a case manager, the signature option, "Upload signed application" is now responsive after uploading tile and clicking the button to sign.

If a customer is Not enrolled, i.e. Declined to Participate, or Withdrawn, will show up in the line item for "Customers who are in a training service and do not have a credential entered in the system."
