Trade Partner Guide

Trade Adjustment Assistance (Trade) programs help Trade-affected workers who have lost their jobs because of increased imports or shifts in production out of the United States.  Under the Trade Act of 1974, as amended, trade certified workers who have lost their job due to increased imports or shifts in operations to certain countries, or supply or downstream production to certain companies with Trade-certified workers are provided services to obtain the skills, credential, resources, and support necessary to become reemployed in suitable employment as quickly as possible.  Trade offers a variety of benefits and services to support workers in their search for reemployment.  This includes rapid response, Trade Readjustment Allowances (TRA), employment and case management services, waiver from the training requirement, training, Alternative/Reemployment Trade Adjustment Assistance (A/RTAA), job search and relocation allowances, and, if available, the Health Care Tax Credit (HCTC).  The Trade Act of 1974, Public Law 93-618, has been amended many times since its enactment in January 1975.  The Trade benefits available to eligible workers, who may apply through their local American Job Center, will vary depending on which Trade Program year the workers are covered by.
