The Certificate of Completion of a Registered Apprenticeship does count as a recognized post-secondary credential that must be documented in systems and counts as a positive in the Credential Attainment Rate performance measures.
For WIOA Title I Performance measures - When a WIOA enrolled participant is enrolled in a RAP they will be in the denominator for all WIOA Performance measure calculations, IA, ID or Youth, respectively. Participants count as a positive (in the numerator) for the Credential Attainment rate if a Recognized Post-Secondary Credential, Certificate of Completion of a Registered Apprenticeship, is earned and documented in systems of record at any point during participation or up to ONE Year, 365 days, after date of program exit. Participants in an RAP need to earn measurable skill gains each year they are participating in the RAP which must be documented by the various gains achieved in their RAP (RTI, OJT, skill upgrading coursed, etc.).
