  1. Are grantees allowed to use 2021 funds to continue service for 2019 apprentices

    ​We apologize that we have not been able to give you a direct answer but we have not yet received confirmation from Department of Labor. We have inquired about this and are just waiting for an official response.


  2. Do we report financial draw downs in GRS and submit PFR

    The PFR is submitted quarterly, and you can request a draw down at any time.  Costs are due in the GRS system by the 20th of each month and generally cash is drawn down after costs are entered. 


  3. I can't open the periodic performance report

    For using the periodic performance report:  Grantees may need to install or update their Adobe Software in order to use the form.  Grantees can download the free reader at https://get.adobe.com/reader/


  4. What does "obligated" mean in this case?

    Obligated is when the contract has been signed and approved and is with the comptroller.  Once you receive the Grant Agreement you will know it is obligated.


  5. Will a DOL registered apprenticeship count as a credential in the IWDS system?

    ​The Certificate of Completion of a Registered Apprenticeship does count as a recognized post-secondary credential that must be documented in systems and counts as a positive in the Credential Attainment Rate performance measures.

    For WIOA Title I Performance measures - When a WIOA enrolled participant is enrolled in a RAP they will be in the denominator for all WIOA Performance measure calculations, IA, ID or Youth, respectively. Participants count as a positive (in the numerator) for the Credential Attainment rate if a Recognized Post-Secondary Credential, Certificate of Completion of a Registered Apprenticeship, is earned and documented in systems of record at any point during participation or up to ONE Year, 365 days, after date of program exit. Participants in an RAP need to earn measurable skill gains each year they are participating in the RAP which must be documented by the various gains achieved in their RAP (RTI, OJT, skill upgrading coursed, etc.).
