5. Data Review & Discussion of Reporting Gaps

Current Activity:

  • The only way we know you have programs in development are reading your quarterly report.
  • There are so many different factors here on the Current Activity chart.
  • New Apprenticeships are the ones that are created this year. If it is already developed and you are working on it, then you should put on a RAPIDS ID to show it has already been developed.
  • We want real data because it not only gives us a picture of what is happening, but it gives us realistic understanding of how long it takes to create an apprenticeship program. It really helps us understand the process as a whole. We want to build that story with data around it.

 
6. New Reporting Features Overview

  • When you land in the CSC, you will land on the group page.
  • When you have more than one program, you may want to bookmark each program.

 
UAT (User Acceptance Testing) links and logins were sent late yesterday.

  • You can have two screens open.
  • One of the screens you can have the UAT environment open. This is not what you use for the real system.
  • What you put in today, will be gone tomorrow.
  • Please do not put any test data in the Production site, that will skew your numbers.

 
7. Detailed Walkthrough of the Navigator Tool

  • 0:18:56 - Dee Reinhardt provides a comprehensive demonstration of the tool, covering organization data, outreach events, and apprenticeship statuses.

Groups > Apprenticeship Illinois > Outreach Event

  • When you click on Apprenticeship Illinois, you land on the Customer page.
  • Click the Navigator tools tab. Then click the Outreach Events tab.
  • On the Outreach Events tab, you can filter by your organization and should see that the list reduces to your Outreach Events. You can see what is going on with everyone in the system and then filter to just see yours.
  • Click Add Outreach Event
    • Outreach Name
    • Audience Type
    • Outreach Type
    • Event Date
    • Number Attendees
    • You can click Save OR click Add Follow Up Note.
      • If you want to send the case note to others, you can select them from the list on the right.
    • If you want to upload a document, you will be taken to the File Uploads tab.
      • Click Upload File
      • Select the file from wherever you saved it.
      • Then click Save.
    • After all of this has been entered, you will see it in the Outreach list.
    • This is representative of two of your performance measures:
      • # of Outreach Events
      • # of Attendees
    • The purpose of an Outreach Event is so you can engage more people at one time. This is great for putting in follow-up meetings. It is not just doing the events or consultations, but it is also tracking each time you make contact with that employer.

 
Navigator Tools > Organization information
Here, you enter those companies that are actually interested in doing apprenticeships. To the organization information, you can add specific case notes to that company.

  • Organization Name
  • Industry
  • Current Status
  • Last contact Date
  • Status Indicators

Filter on your Navigator Name
              Please let the entire list load before you filter on your organization.

Navigator Tools > Add Organization:

  • There is a search feature with Dun and Bradstreet. That is why you must sign a confidentiality agreement. They have a list that they have accumulated with various resources, but they have a lot of other information for these businesses. That just indicates that you will not take the list of organizations away and use them for another purpose.
  • Organization Search: If you have an organization name that is “Teal" and you click search, you are going to get more options than if you put the whole name of the company in.
    • You can enter a partial address name: 11N
    • It is going to give me every organization that has 11n as part of their street address.
    • If you are having problems finding an organization, you can submit a Help Request or click on the Office of Secretary State link and use that search.

 

  • Back to the Organization search click the blue button next to the organization name.
  • It will present a green success message at the top right of the screen.
  • The Organization information will load and come with you with all of the information that we gain from the Dun & Bradstreet listing.

 
Illinois workNet site timeout
We have implemented a 30-minute timeout on the Illinois workNet page. Meaning, if you have any Illinois workNet pages open for more than 30 minutes with a 5 minute grace period notification, the page will time out and you will need to re-login.

8. Specific Tool Features and Updates

  • 0:41:59 - Dee Reinhardt explains the new occupations tab and how it helps track development status for various roles.

Navigator Tools > Occupations

  • When working with an employer, they may just want one career (CDL) or CDL + forklift operator. The Occupations tabs captures this information.  
  • For each individual program, we can set a status where it is at.
  • This allows you to see all of the occupations with the employer that you are working with.
  • Add Occupation button
    • Occupation Name
    • Contact
    • Team member
    • Occupation description
    • State date
    • End date
    • Organization Status
      • Referral stage is the first stage you would use.
    • Comment
      • When you are doing an update, you can add a comment and save it.
    • On the Occupations tab: One Organization might have multiple occupations on that one registered apprenticeship. Click View/Edit.
      • Add Occupation Status
        • There are definitions provided at the top.
        • But there is also a “PDF provided here" link that you can click and open.
        • Once you save this, it will update under the “Date of Last Update" on the Occupations tab.
          • The colors represent the number of days.
            • Green is good.
            • Yellow between 31 and 60 days.
            • Red is over two months.
            • Grey = Inactive
            • The goal is to keep these updated and in a green state.

1. Jennifer’s Announcements 

Everyone who is an Apprenticeship Specialist has a mandatory meeting coming up on Wednesday, January 22nd. This meeting will be recorded and is a reset for the first of the year and a refresh of the system itself. We encourage you to also bring your team members! We are also rolling out a new feature.  

 

2. Upcoming items for tomorrow’s release: 

  • The search for the Navigator Organizations has picked up some new items that we had a big discussion with Dun and Bradstreet. We opened additional filters to find more organizations for you.  

  • Tip: When searching, put in as little information as possible.  

  • Type in the Organization name and click Search.  

  • If there are no results from the Organization name, then take out the name and search just the street address or part of the street address 

  • One of the things you also need to do is make sure you are looking for any of the associated names. You can go to the business entity search in the Secretary of State search and see what they are in the system as doing business as (DBA) 

  • If you still cannot find the organization, submit a Help Request.  

  • If you are encountering any issues at all, please be intentional as you are doing it. If you are still running into the issue, provide as much information and detail as possible so we can triage the issue more effectively and efficiently. ​

Upcoming System Updates: 

  • Navigator Tools  

There is now an Occupations tab. Anything that was previously labeled as “Project” now says “Occupation”.  

  • Navigator Tools > Organization Information 

  • This tab now has a new look. You will see the most recent occupations listed at the top. 

  • If you click on the organization, you get the same map at the top. Soon you will also see the Organization Status Overview It will show when the initial contact was made with that organization. 

  • On the Apprenticeships section, we do plan to add a date column.  

  • Navigator Tools Instructions 

  • These have been updated. I am going to put it out as is so you have updated instructions on the partner page.  

  • Work Plan and Reports 

  • We recently added all the project years.  

  • The other thing you can see is we are naming the grants with a different number. We are putting the project year in front of the grant.  

  • In the project narrative be sure to put people who are associated with those tasks. You can add and remove partners as you need to. You will need to include a Project Overview, Project Plan – add activity es that are part of your NOFO and deliverable is what you said you would do. When and who you plan to have complete that activity.  

  • Quarterly Narrative Report 

  • You will see a box to add a narrative update. You are picking this calendar year and the most recently completed quarter. In each of the boxes you add a narrative description 

  • Upload Fiscal Report 

  • Click Provider Information  

  • File Upload  

  • Select Project 

  • Select Provider 

  • Select Upload File 

  • Choose Category: Fiscal Report  

  • Choose a file.  

  • Put in a description (When a description is provided, it makes it easier to view the files and not have to click through all of them to find the one you want. (For example, Q3 Fiscal Report)  

  • This link can be used when someone new has been added to your agency.  

  • This link can be utilized as a training resource. Anything entered today, will not be in the system tomorrow.  

  • Functionality is updated every evening at 6PM with the items that are in test.

Navigator Tools tab > Organization Information 

Added a couple of updates to some of the information 

  • Added Last Contact Date 

  • Added Number of programs being developed  

  • When you click on the number of programs link, it will take you to the programs tab so you can see that organization and program, status, date of last update of program, and view/edit the item.  

  • When you click View/Edit, you can edit information or Add Program Status.  

  • On the Navigator Tools > Programs tab. If you click Edit Status History, it takes you to the page mentioned above so you can add another program. 

 

  1. Added information for the 2024 grants 

  • In the project narrative, make sure your people are up to date.  

  • Project overview is filled in.  

  • Add any activities from your contract.  

  • Dee Entered numbers she was given for individual and navigator activities. Please verify these numbers are correct with your Program Manager.

  • Pick current quarter / reporting for July 1 – September 30

3. Adding Credential 

  • If you click Add Credential on the customer Overview tab, it takes you to the Services tab.  

  • Add the Credential related to the service 

 

4. Customer information update 

If you have a customer whose information needs updated, please submit a Help Request   and provide the following information:  

  • Provide the name of the customer as it is currently in the system.  

  • Provide the corrected first and last name of the customer. 

  • Provide the email address of the customer 

  • The username of the customer will not be changed after the name is updated. It will remain the same

Items in the upcoming release: 
  • On the Planned vs Actual dashboard, there is an update because of the new apprenticeship grants. The Grant Year field now has 19, 21, 23 and FY24 Current to select from.  

  • On the Intake Review tab, changed Enrollment status to approved or pending and removed the section for sync with IWDS. These customers are no longer required to be co-enrolled, so it is easier to hide the sync with IWDS for the time being. 

  • On the customer list for the Navigator tools, we added additional functionality for programs. New Program tab that will show you the status of the programs that are in the system that are by your organization.  

  • On the Organization Information tab, added information that you can follow along with what might be happening in your system.

​Navigator Updates 

Navigator Tools > Organization Information > Pick one of your organizations 

On the Organization information (scroll down on the page), we have a Programs started section. This is where you can add a program you are developing with an organization.  

It will show green, yellow, red, or grey based on the last update date. 

Click status history to see the item.  

 

Add a new program 

  • Click Add Program 

  • Put in the Program Name 

  • Select a contact from the dropdown list (These are organization contacts added to the profile.) 

  • Team Members (These are team members added to that organization’s list.) 

  • Provide a Program Description: (For example: The base ARC welding program based on the AWS training program. Working with a local training provider etc.) 

  • Put in a Start Date 

  • Put in an End Date – not needed until you are done with development. 

Add Program Status 

(status definitions are provided at the top) 

  • Select Program Status Type 

  • Comment – provide comments in the box provided.  

  • Click Save. 

 

2. Map Update 

If the map is not showing on the Organization information correctly, you can now click, Update map location to update the map.  

 

3. Customer profile > Overview > left side  

Enrollment Status: Registrant – This is based on a customer’s WIOA status. We are no longer sending applications to IWDS. This information should be going away sometime soon.  

As of the 2021 grant, customers do not need to be co enrolled with WIOA.

2. Known issue: The Dun and Bradstreet company lookup is not functioning because we have a contract with Dun and Bradstreet that has not been approved by the State Procurement Office. It will not function until that contract is approved. 

 

3.Recent Updates and Releases to the system: 

  • One of the bugs that got fixed in February was when you marked yes for the program being added to the TPL it wasn’t saving. This has been resolved on the Planned versus Actual Dashboard. We were able to add some numbers to the different performance items for what was completed the last quarter completed, what the actual is, and what your plan items are.  

  • These are all numbers across the state. All these top numbers are for the participants who are working through the program with the intermediaries and then these are our business, our business numbers, the navigator numbers. 

  • When you click on a blue highlighted item, it will take you to a list of those items and typically you will only have access to your agency.  

  • Also, on the individual’s added, we added program date enrollment so that we can track the people for that dashboard for the last quarters  

  • We added the ability to control click on partners on the Navigator tool. When you are adding partners to the organization you can hit your control button and click and add more than just one person at time.  

 

4. Navigator Tools Training 

There are two ways to get to the Customer Support Center: 

 

 

 

After clicking on the Apprenticeship IL group, you will see a tab with customers. You will see a tab with Navigator tools and Work Planning Reports. You want to click on the Navigator tools. On the Navigator tools, we land on the Outreach Events tab and the Outreach EventsFirst, because that is the top of the funnel, you equate this whole process to a sales funnel, this is where you start the conversationWhen you add an Outreach event, you are going to be looking at the information that you had from a particular event, time, or place where you met someone.  

First, let’s look at the table. The table shows: 

  • Outreach Name 

  • Outreach Audience 

  • Outreach Type 

  • Number of Attendees – If you want to filter by the number of attendees, just click the top of the column.   

  • Event Date 

  • Results 

 

Adding an Outreach Event 

To add an Outreach event, select your agency and click the blue “Add Outreach Event” button.  

  • There are Outreach Event definitions listed at the top.  

  • Type in Outreach Name, Audience Type, Outreach Type, Event Date, Number of Attendees.  

  • If you click Add Follow-Up Note you can add notes about the event and who was there. 

  • You can send this note as an email to other members of your team by selecting the Delivery Method of Illinois workNet Message and Email and then checking the box next to the person’s name that you want to send it to.  

  • If you want to upload a copy of the presentation, click the Upload button.  

  • We have an Export button on the Organization information. We also have an export on the notes that have been written so when you’re exporting you can a CSV file in Excel that you can put somewhere just to use as a desktop tool.  

 

Adding an Organization 

On the Organization information tab, select the program from the Navigator dropdown, and click the blue Add Organization button.  

  • When searching for the Organization, the less information you put in the search boxes, the better the results you will get. If an address is entered for the company and it has moved, then you will not get any results at all.  

  • The “Illinois Business Entity” link is the Illinois business entity search with the Secretary of State’s office. Clicking the “Illinois Business Entity” button will provide more information about the company if you aren’t having much luck searching the name. Maybe the company rebranded but they never changed their corporate name. The SOS search lets me search by business name, Registered Agent, President, File Number, and keyword partial search.  

  • With the information provided from the link above, I can search the name in Dun & Bradstreet. 

  • If I go to a company that I did search and added to the system, it gives me a map of where that organization is and it gives me information that gets pulled in from Dun & Bradstreet and then we might see the doing business as name that shows up. Then we will have the address, phone number, and website.   

  • If we need to know if this Organization is in a State or Federal underserved area, we need to check the map in IEBS. It will give me the ability to check either at a State level or a WIOA funded level. If you look at the map, if it is in an Underserved area, you will see an Orange color around it. If it is not a yellow color, then it is not an Underserved area. Once you check the map, then you want to say yes or no based on the results.  

Adding Contacts 

  • Organization contacts – from the business 

  • Team Member contacts – ctrl + click to add more than one at a time 

Adding an Apprenticeship 

  • Add a RAPIDS Id 

  • Type of apprenticeship 

  • Associated with ETPL or not 

Adding Outreach Events on the Organization 

  • Same modal input as on the Outreach 

  • Specifically related to the organization itself ie. Hiring fair for the apprenticeship 

 

5. Employer Incentives on the Plan vs Actual 

  • The only thing that actually happens is you check a box.  

  • Click the blue Upload File button, pick the Category, select the file from your computer, and enter a Description. It will show under the File Uploads tab.  

  • You will need to go to the Provider Info tab to find the notes.

  • When it has been submitted for approval, it will need to be looked at by Chase or Candace, or someone who reviews that information and then they can mark it as approvedIf they haven’t approved it within 2 weeks, submit a Help Request to get it approved.   

  • There will not be a notification sent out to let you know it has been approved, you will need to log back into the system and check. 

  • Outreach Event

  • Added an Upload button. When you click the Upload button, it will take you to the File Upload page on the provider information for your project in your locationThen you can click the Upload File, pick what kind of an item it is (we've got navigate your business outreach as a generic category here for you to select or you can select other if you want to.) 

  • Updated the Quarterly Narrative 

  • When you add a Narrative, it now has the calendar year and what the quarter is you are reporting for. (All of these fields are required.  (This information can be copied and pasted from a work document.) 

  • Added a link on the business entity search on the organization information(Be sure to check the correct spelling.) 

  • One of the issues that I discovered that was happening was some of our providers might be entering information for an organization and they didn't spell the company name right This way we can take you to the Secretary of State's office, you can look up the exact spelling of a company name so that you can then enter it in here.  

  • Entering out of state companies: All you need to do is enter the state where the company is Then click search.   

  • We had a situation where one of the businesses was doing business as a DBA and we just needed to look up part of the nameI discovered that you must start your search over again. You can't go from company to company  

  • You do have to do a little bit of research out of 600,000 companies just in the state of Illinois. You should be able to find that company.  

  • Added a group for the Admin team to track inbound contacts for the outreach function.  

 

 Performance Measures on PPR (scroll all the way down to the bottom of the document to review) 

 

Rapids Number 

  • The Rapid IDs go in the Add Apprenticeship box.   

  • If you have a sponsor working with an employer, you are going to have a sponsor and an employer ID.  

 

User Management. 

  • User management allows you, especially with apprenticeship, Illinois, to add and remove your own partners if you are assigned user management rights.  

  • One of the things that it also shows is the person's username If you're trying to find somebody's username for your organization, you can find that here it also shows the email address that any of this information goes to  

  • If you have somebody in the system and you're trying to add them to another group, you can click the add button next to their nameIf you need to remove this person, you click the X.  

  • If you want to add somebody from scratch, you can do one of two things. You can change this back to just the Select so that there is no specific organization found. You can type in the person's name.  

  • Then you should go back into the organization and search the name and I see the person added to the list.

Items to come out on production on January 11, 2024:
  • When adding an organization, if you cannot find an organization in D&B, search the IL SOS Business Entity search.
  • Quarterly Narrative now has sections for the various questions instead of one large text box.
  • Adding notes will include a column for connecting to the note itself.
  • Super Admins can now remove a workplan if it is wrong or a duplicate.
