WIOA Training Provider Glossary


  • Eligible Training Providers
    Part of the WIOA (Workforce Innovation and Opportunity Act) federal legislation provides funding for individuals to retrain for a new occupation. If an individual is eligible for WIOA retraining money, they are awarded an Individual Training Account (ITA). ITAs can be used only at approved schools for WIOA certified programs. Eligible Training Providers offer training programs that are currently eligible by the Department of Commerce and Economic Opportunity (Commerce) and the Illinois Workforce Development System (IWDS).
  • Employment rate for all jobs

    ​This is the number of training completers who have exited WIOA and obtained any type of job (whether or not this job is related to their training) divided by the total number of people who successfully completed WIOA training (completer) and exited the WIOA system.
    Example: 25 people successfully completed and exited a WIOA training program. Of the 25 "exiters" 15 of them got jobs. The employment rate for all jobs is therefore 15 divided by 25 or 60 percent.

  • Employment rate for training-related jobs

    ​This is the number of training completers who have exited WIOA and obtained training-related jobs divided by the total number of training completers who have exited WIOA and obtained any type of job.
    Example: 15 people successfully completed and exited a WIOA training program for "computer support specialist" and got jobs. Of those 15 who got jobs, 11 of them got jobs in computing, which is related to their training. The employment rate for training-related jobs is therefore 11 divided by 15 or 73 percent.

  • Exiters

    A person who has completed the program, has been inactivated, or who has gone for 90 days without receiving any WIA funded or partner funded services, and who is not scheduled for any services in the future, except for follow-up services. Under WIA Title I, clients will be counted as having exited the program unless services are currently being received, have been received within the last 90 days, or are scheduled to be received in the future.
